Doesn't anyone read their manual anymore? If you lost your's, be sure to download this one:http://gdlp01.c-wss.com/gds/0900000357/E…
To change the shutter speed, set the mode to M (manual) or Tv (time value/shutter speed priority) and turn the dial.

You need to put you camera into one of the creative modes -- "Tv" is the mode that controls the shutter speed. Try putting it in that and then seeing if you can adjust the speed with the little dial behind the shutter button on the top of the camera. If that doesn't work then you probably need to put it in manual mode which is represented by the letter "M" on the dial at the top of the camera. Then see if you can adjust it there.
Check out this link, it'll give you information about each of the modes:http://www.dpreview.com/reviews/CanonEOS…
The manual that came with your camera can help a lot too, probably. So just look in there under the "Tv" or "Manual" modes to see if it gives you better instructions.
Hope that helps! Good luck!

Yes - you can. The link below has a wealth of information on flash compatability and shows that the trigger voltage for the Speedlite 199a is safe for EOS.
